The Statewide Health Information Network of New York (SHIN-NY) is standardizing participation agreements across all regions through the Statewide Common Participation Agreement (SCPA). This agreement replaces existing participation agreements for all organizations connected to the SHIN-NY through a Health Information Network (HIN), such as HealtheConnections.

Regulated Entities: I've Signed, Now What?

Thank you for completing the SCPA and continuing your partnership with HealtheConnections as your designated HIN within the SHIN-NY. Now that your agreement is in place, here’s what comes next.

Stay Informed and Compliant 

The SHIN-NY Standard Operating Procedures (SOPs) outline the statewide standards that keep the network running securely and efficiently, for HealtheConnections, other HINs, and all participating organizations.

The SOPs are designed to:

  • Protect patient data through strong privacy and security standards
  • Maintain consistency across all HINs and participants
  • Support seamless exchange so information flows easily and reliably across the network

FAQs

Non-Regulated Entities: What to Know

All organizations receiving SHIN-NY Core Services, also referred to as Required Participant Services, will transition to the SCPA. For non-regulated entities, there is a longer transition period and they must sign by March 31, 2026. While new agreements are being prepared, here’s what you should know in the meantime.

Participation Terms and Conditions 

Non-regulated organizations may continue to participate in the SHIN-NY under the terms and conditions of their current participation agreement with HealtheConnections for the immediate future.

To support ongoing participation, HealtheConnections updated our Terms and Conditions to align with the SCPA so that non-regulated participants may continue to participate with HealtheConnections as their Designated HIN or QE.
