Welcome to our Statewide Common Participation Agreement (SCPA) Resource Center. As your selected Health Information Network (HIN) we'll share with you the latest SCPA information and guidance.
Immediate Action Required: Participation Compliance
Effective July 1, 2026, organizations who have not executed an SCPA will no longer be considered participants of HealtheConnections as required by the NYS Department of Health (NYSDOH).

Not signed yet? Immediate action is required!
Organizations that did not execute the SCPA by June 30, 2026, must take immediate action to restore or maintain access to services:
- Contact HealtheConnections immediately.
- Complete the SHIN-NY SCPA Contact Form. Once your submission is processed, the agreement will be sent by the New York eHealth Collaborative (NYeC), on behalf of HealtheConnections and the SHIN-NY, via DocuSign.
- When you receive your SCPA, your organization’s Primary Signatory must review and affirm your choice of HIN. To continue working with HealtheConnections, please select us as your Designated HIN in Section 2 of the Exhibit A. You may skip the optional selections if they do not apply.
If you need to amend HIN selections, an authorized representative of your organization can complete the SHIN-NY SCPA HIN Election Schedule Amendment Form.
Understanding the SCPA
The Statewide Health Information Network of New York (SHIN-NY) has standardized participation agreements across all regions through the Statewide Common Participation Agreement (SCPA). This agreement replaces existing participation agreements for all organizations connected to the SHIN-NY through a Health Information Network (HIN), such as HealtheConnections.
SCPA Deadlines
Regulated Participants
- Articled Facilities were required to complete the SCPA by October 15, 2025.
- State- and county-operated facilities had an extended deadline of December 31, 2025.
All Other Participants:
- Non-regulated organizations had until March 31, 2026, to sign an SCPA.
