Welcome to our Statewide Common Participation Agreement (SCPA) Resource Center. As your selected Health Information Network (HIN) we'll share with you the latest SCPA information and guidance.

The Statewide Health Information Network of New York (SHIN-NY) is standardizing participation agreements across all regions through the Statewide Common Participation Agreement (SCPA). This agreement replaces existing participation agreements for all organizations connected to the SHIN-NY through a Health Information Network (HIN), such as HealtheConnections.

What is a Health Information Network (HIN)?

What is the Statewide Common Participation Agreement (SCPA)?

The Statewide Common Participation Agreement (SCPA) is a standardized legal framework developed by the New York State Department of Health (NYSDOH) and NYeC. It defines how all organizations across the state participate in the SHIN-NY and replaces the individual participation agreements currently in place with each QE.

All HealtheConnections participants will eventually transition to the SCPA. 

Regulated Entities (Articled Facilities): The deadline to complete the SCPA was September 30, 2025. If your organization has not received the agreement or was unable to meet this deadline, please contact us as soon as possible. For state and county-operated facilities, the deadline has been extended to December 31, 2025.

All Other Participants: Non-regulated organizations have until March 31, 2026, to sign an SCPA.

What is a Regulated Entity?

NYS Department of Health regulated organizations are required by Public Health Law to connect to the SHIN-NY. They do so by connecting through a HIN, which is also referred to as a QE.

These organizations can select any HIN, but most tend to stick with one that makes the most business sense for them (i.e., connected to the local community, provides advanced technology and service for their needs, etc.).

DOH Regulated organizations are commonly referred to as an Articled Facility or Regulated Entity. This includes:

Hospitals (Public Health Law Article 28)

Clinics (including diagnostic and treatment centers) (Public Health Law Article 28)

Home Care Services Agencies (Public Health Law Article 36)

Hospices (Public Health Law Article 40)

HMOs (Public Health Law Article 44)

Shared Health Facilities (Public Health Law Article 47)

Thank you for completing the SCPA and continuing your partnership with HealtheConnections as your designated HIN within the SHIN-NY. Now that your agreement is in place, here’s what comes next.

Stay Informed and Compliant

The SHIN-NY Standard Operating Procedures (SOPs) outline the statewide standards that keep the network running securely and efficiently, for HealtheConnections, other HINs, and all participating organizations.

The SOPs are designed to:

Protect patient data through strong privacy and security standards
Maintain consistency across all HINs and participants
Support seamless exchange so information flows easily and reliably across the network

Why are Regulated Entities required to sign the SCPA?

The SCPA is very similar to your existing HealtheConnections Participation Agreement. In general, the primary differences are that this agreement is with the SHIN-NY rather than with HealtheConnections alone, it includes an election form where your organization will need to select HealtheConnections to continue working with us, and also includes updated Standard Operating Procedures that govern how the SHIN-NY operates.

My organization does not use HealtheConnections’ services. Do I need to sign the SCPA?

I am not a participant of HealtheConnections yet. How do I sign up?

To get started as a new participating organization in our HIE, simply complete this online HIE Participation Request Form. Once received we will review your form and contact your organization for further instructions on enrollment with HealtheConnections and next steps.

Non-Regulated Entities: What to Know

All organizations receiving SHIN-NY Core Services, also referred to as Required Participant Services, will transition to the SCPA. For non-regulated entities, there is a longer transition period and they must sign by March 31, 2026. While new agreements are being prepared, here’s what you should know in the meantime.

Participation Terms and Conditions

Non-regulated organizations may continue to participate in the SHIN-NY under the terms and conditions of their current participation agreement with HealtheConnections for the immediate future.

To support ongoing participation, HealtheConnections updated our Terms and Conditions to align with the SCPA so that non-regulated participants may continue to participate with HealtheConnections as their Designated HIN or QE.

When will non-regulated entities sign the SCPA?

When, how, and who signs this agreement?

To initiate the SCPA process non-regulated organizations, must complete the SHIN-NY SCPA Contact Form.

Once your submission is processed, please note this agreement will come via DocuSign from NYeC on behalf of HealtheConnections and the SHIN-NY. When you receive your SCPA, your organization’s Primary Signatory must review, affirm your choice of HIN, and sign the document no later than March 31, 2026.
