FAQs

Q: What is the policy for employees vs. those with visitation rights (credentialed, attending, etc.) to view records?

Policy P02: Patient Consent - Level 1
An Affirmative Consent obtained by a Participant shall apply to an Affiliated
Practitioner of the Participant provided that (i) such Affiliated Practitioner is
providing health care services to the patient at the Participant’s facilities; (ii) such
Affiliated Practitioner is providing health care services to the patient in his or her
capacity as an employee or contractor of the Participant or (iii) such Affiliated
Practitioner is providing health care services to the patient in the course of a crosscoverage
or on-call arrangement with the Participant or one of its Affiliated Practitioners.
 
Q: Having multiple IDs is cumbersome for users. What is being done to enable a single logon?
A: HealtheConnections submitted a request to the HIE vendor to enable a single sign-on for users, with the ability for the user to indicate the location where they are signing on. Knowing the user location is a key component of managing and auditing user access to comply with NYS consent policy.
 
Q: How will outreach to physician offices occur?
A: The plan is to begin reaching out to interested physician offices in late fall/early winter after all the hospitals and their affiliated clinics and practices are up on the exchange.
 
Q: How will consents be managed across RHIOs? Is there a need to re-consent?
A: Consent will always be managed based on entity. Once a patient consents to an entity that entity will be able to access all the data on the VHR and including any data contained in the RHIOs HealtheConnections is connected to.
 
Q: If a patient’s CT-scan is sent to another hospital, is a re-consent needed?
A:  Consent is entity-based, so once a patient consents to an entity all their data can be accessed by the practitioners associated with that entity. If the patient goes to another hospital, he/she would need to give their consent to this entity in order for the practitioners associated with this hospital to have access to all the data for this patient in the VHR.
 
Q: On the VHR, is there a way to filter by a specific site?
A: No, the VHR contains information from all the sites associated with the patient and there is no way to filter by specific site.  You can; however, sort reports based on where they were sent from, on the lab, radiology, and reports tabs.
 
Q: What is the plan to get consent forms into physician offices?
A: Consent forms will be in physician offices as they become connected to the exchange.
 
Q: What local pharmacies are participating in Surescripts?
A: All the major local pharmacies are participating -- Rite-Aid, Wegmans, Price Chopper, Kinney's, Walgreens, CVS. For additional information, go to http://surescripts.com/locate-e-subscribers/find-e-prescribing-pharmacies.aspx to search on pharmacies that are ePrescribing.
 
Q: Is there a way to segregate sensitive data in the HIE?

A: Based on a response from the HIE’s current vendor, OptumInsight (formerly Axolotl), the capability to segregate sensitive data is not available. OptumInsight also stated that no HIE vendor has this capability currently.
